ISIS module probe: Locals protest as ED, ATS raids Padgha village in Thane

In a joint operation, agencies comb 40 locations linked to alleged terror-financing; Saquib Nachan’s residence also under scrutiny
In a joint operation, the Enforcement Directorate (ED) and Anti Terrorism Squad (ATS) conducted raids in Padgha, a village in Thane. According to the ED officers they are raiding 40 locations which include Maharashtra’s Padgha, Pune and Malegaon. The raids are related to suspected financial transactions connected to terror organisations.
According to police sources, around 15 cars had entered Padgha for the raid and the local residents had raised objections over it.
“The raids have been going on since midnight and the locals have raised objections. We are probing the matter and the raids are still ongoing. It is premature to say anything about the case,” an officer said.
The ED recently registered an Enforcement Case Information Report (ECIR) based on the NIA’s case involving terror-accused Saquib Nachan in the ISIS terror module probe. As ATS is also investigating the same module, both agencies have initiated a joint operation, utilising real-time operational gridsharing intelligence, leads, and ground-level inputs.
According to the police officials, raids are being conducted in Nachan’s residence , “The locals claim that the entire area’s name has been tarnished [in connection with the case] and are hence not cooperating. Nachan’s residence is also being investigated,” an officer said.
In June this year, the ATS had conducted raids in 22 residences in Padgha and seized 19 electronic devices. “Shaqib Nachan’s, an ex-office bearer of Students Islamic Movement of India(SIMI), residence has been raided. A total of 19 electronic devices have been seized from 22 residences have been seized,” said an ATS officer.
Nachan, who was arrested by NIA, died on June 28, 2025, in a Delhi hospital. It is alleged that he was involved in the Mumbai Bombings in 2002 and 2003. He was arrested by the investigating agency in 2013 in a case related to the terror module and died after suffering from a brain hemorrhage at the age of 57.
